 To create an axis command for a game, follow these steps...
From the Controller Configurations window, move the mouse over any of the axis assignment labels then click the left mouse button. The assignment popup menu will appear, containing a list of all the currently existing axis commands. Click the 'Edit Axis Commands...' item from the popup menu to display the Edit Axis Commands window. 
Press the 'New' button to add a new axis command to the list. You will see the 'New Axis Command' item has been added.
Modify the name of the new axis command to describe the action it will perform (such as 'Wind-up & Pitch' or 'Standard/Rapid Fire').
If you have not already created all of the standard commands that you will need to create the axis command, you can modify the standard commands now by pressing the 'Commands...' button to display the Edit Commands window. Once you have all of the commands that you need for the axis command, proceed to the next step.
Select the number of zones you wish to use from the dropdown box. A simply axis command may only require 2 zones (on/off) while a complex axis command can contain up to 8 zones. Each zone can be assigned a different command that will fire when the "axis pointer" is in that zone.
Position the mouse between any 2 zones then click and drag to adjust the size of each zone.
Click any zone assignment label to display the assignment popup menu. Select the command that you would like to be fired when the "axis pointer" is in that zone. If a zone is left unassigned, then no command is fired in that zone (think of it as a "deadzone"). For a simple analog trigger example, leave zone 1 unassigned then assign any command to zone 2 to have it fire when the trigger is squeezed and do nothing when it is released. Or for a 3 zone axis command you may have zone 1 unassigned, zone 2 fire weapon, and zone 3 rapid fire weapon. With a setup like this the weapon would fire once if the trigger was lightly squeezed, and fire rapidly if the trigger was fully squeezed.
Continue assigning commands to each of the zones you wish to fire a command for.
Press the 'OK' button to close the Edit Axis Commands window. The new axis command is now ready and can now be used in your configurations.
