Fix controller support for "Tachyon: The Fringe"

Here is a profile for Tachyon. An older game, but it was very popular in its day so maybe a few people out there still have it on their hard drive somewhere like I do. I was able to cover pretty much every command and fit it in somehow. Because there is no way to disable the controller in-game, I had to do it manually via text editor. Rather than explain how to do it I included the file, which you simply need paste in your game directory.

- The right stick controls roll. Push it right and the ship rolls right, push left and it rolls left.
- Button Y is a double command, press it once to cycle through your targets. Hold it down to target the nearest enemy.
- Click Right Stick cycles through your various perspectives: Cockpit, 3rd person, and Target view.
- Click Left Stick toggles on & off the grouping of your primary & secondary weapons.
- Shifted Start toggles max throttle and zero throttle.
